About the role

The ICRC in Ukraine is looking for a Physical Rehabilitation Program Field Officer to be based in our sub-delegation in Kyiv and support the implementation of our Physical Rehabilitation program. The delegation in Ukraine is scaling up its staff to answer the immense needs in the country and the delivery of our assistance programs. 

As the Physical Rehabilitation Program Field officer, you will contribute to the development and implementation of the Physical Rehabilitation Program activities and focus on improving prosthetics and orthotics P&O and wheelchair service provision.  

Your Responsibilities

• With the PRP delegate, you initiate contacts with different interlocutors active in physical rehabilitation; You visit different ortho-prosthetic centers in Ukraine and assess the program's needs.
• According to the agreed criteria, you monitor and evaluate our interlocutors and partnering organizations and provide feedback to the necessary parties.
• You participate in identifying potential beneficiaries and sharing information as necessary to facilitate access to services and improve the overall visibility of the PRP activities in Ukraine. 
• You are involved in the registration of beneficiaries and follow up and recording of services where possible and necessary.
• Together with the PRP Manager and within the scope of the program objectives, you plan and implement assistance strategies and other activities at Prosthetic and Orthotic (P&O) facilities in Ukraine. You contribute to the day-to-day and long-term planning and implementation of PRP activities. 
• You are responsible for monitoring the progress and changing needs of the program at the P&O facilities or with our partners and communicating with the PRP manager when activities need to be modified.
• You participate in elaborating Health Quarterly, PRP Annual reports and or presentations to interlocutors or other ICRC colleagues as needed. 
• You maintain contact with relevant authorities, ortho-prosthetic centres, health clinics, hospitals, social workers, NGOs working for PWD's and other international organizations involved in PRP related activities in the region.
• You attend local and international training as necessary for personal, and professional development, particularly those related to PRP Activities.
• You are involved in various clinical tasks within your capacity, related to rehabilitation and in line with the program objectives. 
• You provide training to partners and local institutions, where applicable, to improve the quality of services. This can be related to the treatment of PWD's, the manufacture of P&O devices, adaptation, and mobility devices.
• You are available to travel at short notice to other places in the country or the region to evaluate needs and provide assistance. You are available for temporary assignments in other towns of the country if needed.
• You act as an interpreter and translate when required during meetings or any documents related to PRP program activity from Ukrainian to English and reverse.
• You provide regular follow up and share information with PRP and Health colleagues about the general situation in the context, with attention to health and PRP related issues and any information that could have importance for the security of our staff and operations.
• You execute general office duties on reporting, information management and adhering to the ICRC administrative & working procedures in regard to delivering your work.
• You appropriately represent the ICRC during activities, in meetings and the field, and avoid any activity that may reflect negatively on the ICRC's image.
• You take responsibility for your own professional learning and development.

Your Profile

• Recognized diploma as Ortho-Prosthetist or Physiotherapist.
• Other Rehabilitation professionals with working experience in the rehabilitation sector or similar fields of activity. 
• 3 - 5 years of working experience with thorough knowledge of the Ukrainian Health System.
• An excellent level of written and spoken Ukrainian and English knowledge of Russian will be an asset.
• Good level of computer applications, especially Word, Excel and PowerPoint.
• Effective interpersonal communication and proven capacity to train and communicate knowledge
• Flexibility and willingness to travel, doing field visits covering the ICRC field sites around the base location.
• Willingness to learn and adapt; Capacity to be creative, innovative 'out of the box thinking, and able to convert concepts into practical, pragmatic, meaningful actions based on objectives to reach and requirements to respect;
• Good communication skills and the ability to facilitate interdisciplinary dialogue and collaboration, integrating various competencies, including the ability to prepare reports and conduct presentations;
• Able to work under pressure in a volatile setting, and ability to manage security and identify risky situations;

We expect you to have the ability to work with different groups, partners and nationalities. You are self-motivated with a strong commitment to teamwork and humanitarian principles. You are flexible, enthusiastic and have the willingness to learn from others. You are at ease working independently and working in a team set-up. You can represent the ICRC, and you are keen to know in detail about the ICRC mandate, understand the Red Cross and Red Crescent Movement, International Humanitarian Law and other humanitarian topics and principles that will support you in your field of work.
