The ICRC Delegation in Kyiv seeks to fill the following position:
Protection Field Officer 2 (multiple vacancies)
Based in Kyiv
AIM OF THE POSITION
The Protection Field Officer 1 (PCP) contributes to the implementation of the civilian casualty programme of the ICRC by collecting information and analysing events causing civilian casualties, supporting assessments by other Departments to provide cash assistance to victims, and reporting ICRC assistance.
CORE RESPONSIBILITIES
- Contributes to the planning and implementation of the civilian casualty programme of the ICRC.
- Fosters a multidisciplinary response by the ICRC to address the various needs of civilian casualties or their family members.
- Collects in a timely manner information about civilian casualties through various sources, including media, health authorities, security services, civil society, URCS, volunteers, etc.
- Establishes contacts with civilian casualties or their family members (primarily by phone) to assess and identify their humanitarian needs with a multidisciplinary perspective.
- Collects detailed information about the circumstances of civilian casualties and the humanitarian consequences (primarily by phone), always keeping their best interest in mind and in strict adherence to confidentiality.
- Liaises with civilian casualty focal points of Economic Security and Health Departments, or other Departments depending on the identified needs, and supports their assessments for the cash assistance to civilian casualties or their family members or other activities of the ICRC for the benefit of civilian victims of hostilities.
- Ensures the internal reporting on civilian casualty assistance, including the Protection Database.
- May be called upon to carry out other activities towards the protection of civilian persons in time of war.
- Is responsible for creating a conducive environment (multidisciplinary approach, good team dynamics) among their own team members and with other teams.
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Understands the roles of the components of the International Red Cross and Red Crescent Movement
- Respects and observes staff regulations and security rules at all times
- Represents the ICRC in a professional manner at all times
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

POSITION REQUIREMENTS
Education and professional qualifications
- University degree an asset
- 2 years’ work experience
- Excellent command of Ukrainian and Russian; good command of English
- Computer proficiency
- Strong communication skills
- Empathy towards civilian victims and their family members
