Job Summary
The position will support Medical Coordinator and country team for coordinating and implementing health activities in Ukraine.
The Deputy Medical Coordinator will provide strategic vision and technical support to the identification, design, implementation and management of the country health programs. The Deputy Medical Coordinator will work in collaboration with the Medical Coordinator and senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Deputy Medical Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Deputy Medical Coordinator will represent IMC in the national Health coordination meetings, Health Forum and other technical working groups. S/He will also be the liaison between the organization and the Ministry of Health/UN agencies/partners. The Deputy Medical Coordinator will also be responsible for developing staff capacity and strengths in the areas of health programming which are vital to the mission.

Main Tasks and Responsibilities
- To respond to humanitarian health emergency under the management of his/her line manager.
- To coordinate with the relevant local authorities, health cluster, health facilities and other sector actors working in the country as may be necessary
- Review from a technical standpoint, monthly field and donor reports.
- Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.
- Assist in health and humanitarian needs assessments and the existing contexts
- Assess health needs of hospitals and other health facilities in various regions and sharing information with line manger
- Assist in the set-up and establishment of mobile medical units
- Support identification of health staff for project area
- Support health team and warehouse team in developing medical kits to be distributed to health facilities
- Monitoring and supervision of hospitals and primary healthcare facilities through visits and share findings with line manager if the security situation allows
- Assist in training health staff to build capacity and ensure the maximum use of their skills
- Support line manager in the planning, development and implementation of the projects
- Support in compiling timely project reports and ensure the gathering of relevant health data
- Support department in generating monthly drug consumption reports from the field
- Work closely with IMC health staff to meet health project objectives and targets
- Adhere to IMC Code of Conduct and internationally accepted humanitarian principles
- Follow all IMC rules and regulation including security clearances before travel
- Any other tasks as requested by the line manager or designated person
- Ensure proper distribution/donation plans for all the medication that will expire within six months.
- Ensuring the preparedness for timely and efficient deployment of medicines, medical consumables and medical equipment, replenish stocks and supply field operations and Mobile Clinics, as per operational needs of the project and in line with the agreed budget with donors.
- Review and identify key procurement of medical commodities in procurement plans/budget of all active grants and proactively and timely raise the requests to the country procurement team and/or the global procurement team depending on the sourcing location of the commodities.
- Review list of medical commodities/pharmaceuticals within project proposals and ensure these are aligned with project output and outcomes. Ensure that all list of medical commodities identified during proposal development are shared in a timely manner with the GPSU unit for review and approval.
- Ensure that the delivery of supplies match the agreed activity plan/work plan of each of the projects and proactively identify any potential risk of delay while proposing mitigating measures.
- Attentively monitor- ing the standards and specifi- cations of the standards and specifi- cations of the requirements of the e-monitoring and support services needed.
Minimum Requirements
- Medical doctor or nurse with Masters in Public Health or relevant field.
- At least 5 years professional experience in implementing health related projects preferably with internal medicine/surgical/orthopedic/trauma background.
- At least 5 years of experience working with INGOs in humanitarian or development contexts; previous emergency response, conflict/post-conflict experience preferred.
- Ability to analyze and interpret data and to track performance against program indicators.
- Skills and knowledge in program sustainability and capacity building, and project monitoring and evaluation (both quantitative and qualitative methods).
- Fluency in written and spoken English.
- Skills in Microsoft Office.
