Established in 1994, TGH (Triangle Generation Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe.

TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.
Presentation of the mission:
Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.
ROLE PURPOSE: The Liaison officer supports the Area Coordinator (AC )in establishing/maintaining good relationship with various government departments, regional platforms and stakeholders and ensuring procedural compliance with local authorities and collects security and access information relevant for the safety of TGH’s operations in his/her geographical area.
Under the direct responsibility of the Area Coordinator, the position will be responsible for:
- Obtaining: Needed Registration at local level,;
- Dealing with CIMIC when needed for travel authorisation;
- Assisting the AC in establishing contacts with local authorities as necessary
- Providing security information to the AC;
- Following-up to ensure the timely renewal of all legal documents and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Liaison & Administrative procedures
- Obtain all official permits, authorizations and other related documents needed at Oblast level for TGH operations ; (Technical agreements, reports,...etc).
- Obtain travel authorizations from CIMIC for all staff as needed.
- Support Area Coordinator to establish contact with local authorities.
- Translation of documents (English/Ukrainian) e.g. Technical Agreement, and others official documents as needed.
- Accompany the Area Coordinator in meeting and/or attend meeting upon AC request.
Collect context information & provide to Area Coordinator
- Update contact information of main stakeholders, who support access and map the actors of the area.
- Uses available information sources (authorities, media, social media, community leaders, other INGOs) to monitor the security situation and the conflicts in your area of operations, collating data into internal data tracking templates.
- Monitors daily and weekly incidents in the operating areas in order to inform line management and update/maintain incident database.
- Maintains the internal database of access and context assessments.
- Establish contact with relevant authorities in areas of operation, to ensure accessibility, including supporting of new bases of operation.
Internal Coordination and reporting
- Participate in project team meetings.
- Regular Reporting to Area Coordinator on activities status and progress, issues and/or challenges.
- Reports regularly to Area Coordinator with day to day access matters/incidents affecting TGH staff or operations.
- Provides weekly and monthly reporting on contextual analysis (based on weekly AC reports, as well as external information sources).
- Maintains the internal database of access and context assessments.
External Representation
- Respect all TGH values in cluster, field visits or in any relevant external events.
- Liaise with local authorities, communities and other relevant stakeholders on project-related issues.
Tasks and responsibilities are subjected to modifications according to the needs.
EDUCATION AND EXPERIENCE:
- Experience working in similar position.
- High level spoken and written English and Ukrainian.
- Ability for translation between English and Ukrainian.
- Computer skills (Word, Excel ,Outlook, Internet).
