1. Contextualization of the position

HI is deploying a multisectoral response, covering:

- Armed Violence Reduction and Humanitarian Mine Action

- Integrated trauma-based PSS and Rehabilitation work

- Support to health centers

- Inclusive humanitarian action support (Humanitarian-to-humanitarian service)

- Basic needs (Hygiene, NFI, Cash).

This position will cover the response dedicated to Armed Violence Reduction and Humanitarian Mine Action. From an operational basis in Dnipro, HI intends to implement Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) at transit and collective centres for displaced and potential returnees. EORE refers to activities that seek to reduce the risk of injury from EO by raising awareness of women, girls, boys and men in accordance with their different vulnerabilities, roles and needs, and promoting behavioural change. Core activities include public information dissemination, education and training. CPP intends to empower individuals to protect themselves against armed conflict. In addition, HI will provide Explosive Ordnance and CPP Safety Briefings for humanitarian actors, including first responders and volunteers.

2. Responsibilities

Responsibility 1: Lead liaison with local authorities, leaders and other parties to gain HI acceptance and permission to work in specific areas, institutions and structures to deliver EORE and CPP.

Activities :

  • Collect contact details of local authorities, leaders, and other parties in their area of operation;
  • Make contact with relevant individuals to organise EORE/CPP sessions ;
  • Deliver adapted EORE/CPP sessions to men, women, children, displaced, returnees and local communities as needed to motivate safer behaviour towards the threat of EO ;
  • Conduct pre and post tests with the local authorities;
  • Collect data on EORE/CPP sessions including, but not limited to, number of women, girls, boys and men, number of sessions, pre and post test scores.

Responsibility 2: Liaise with humanitarian actors, first responders and volunteers to deliver EORE/CPP Safety Briefings.

Activities :

  • Liaise with humanitarian actors, including first responders and volunteers to deliver EORE/CPP Safety Briefings;
  • Deliver EORE/CPP Safety Briefings to humanitarian actors, including first responders and volunteers;
  • Collect data on EORE/CPP Safety Briefings, including, but not limited to, number of men and women participants and number of sessions.

Responsibility 3: Deliver Training of Trainers for EORE/CPP focal points

Activities :

  • Identify potential networks, groups and individuals to be trained as EORE/CPP focal points;
  • Deliver Training of Trainers to identified EORE/CPP focal points;
  • Collected data on Training of Trainers for EORE/CPP focal points including, but not limited to, number of men and women and number of sessions.

Responsibility 4: Ensure the overall quality of the EORE/CPP sessions, Training of Trainers and Safety Briefings

Activities :

  • Identify and flag to the Project Manager areas of improvement in all EORE/CPP sessions, Training of Trainers and Safety Briefings conducted in their area of responsibility;
  • Provide recommendations to improve EORE/CPP activities under area of responsibility;
  • Ensure that EORE/CPP is adapted to the needs of the target population and provide recommendations when needed to the EORE PM.

Responsibility 5: Quality check EORE and other relevant data for submission to internal and external databases and reports;

Activities :

  • Collect or quality check data from EORE sessions, Training of Trainers and Safety briefings;
  • Submit all necessary data to internal and external databases on request;
  • With support from the database/Information Management Officer, ensure the completeness and quality of EORE data;
  • When requested, contribute to necessary EORE reports.

Responsibility 6: Monitor EORE Agents in the delivery of EORE activities;

Activities:

  • Provide daily monitoring of EORE Agents under their area of responsibility;
  • Delegate tasks to EORE Agents as needed;
  • Provide organizational support to EORE Agents

Responsibility 7: Participate in the life of the Programme

Activities :

  • Observe and note relevant trends for EORE in area of responsibility (displacement patterns, emerging networks) and report findings to EORE PM;
  • Act as focal point for EORE in area of responsibility and take minutes for EORE PM;
  • Participate in relevant Programme meetings (general programme meeting, general site meeting, EORE team meeting) as requested;
  • Contribute to the development of projects related to EORE;

Commitments

- Compliance with institutional policies: child protection policy, PEASH policy, anti-fraud and corruption policy, disability policy, gender, age, and the Code of Conduct;

- Compliance with the internal rules ;

- Compliance with the security rules defined in the Security Plan. General safety is linked to the behaviour of each individual. The behavior of each individual has an impact on the safety of all;

- To forward all relevant security information to the base Area Manager and immediately inform them of security incidents involving our organization;

- Attendance / Punctuality ;

- Availability: the EORE Officer may be required to travel away from his/her place of residence for missions for short / extended periods, or to carry out activities or missions during weekends and holidays (in which case conditions of employment would apply);

- Total discretion concerning the functioning of the organization and its members;

Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the position holder will perform any other duties as required by the Line Manager that are commensurate with the position

3. Required profile

a) Technical skills

Diplomas

Essential

- Undergraduate degree in training, social work, humanitarian assistance, development, or similar.

Desirable

- A Master’s degree in the same field is desirable

- Training in presentation/training/adult and children pedagogy

Experience

Essential

- At least 2 years’ experience, ideally working with conflict-affected communities.

- Experience in community engagement

Desirable

- Experience in delivering presentations and trainings

- Work experience in local/international NGOs

Languages Languages (refer to CEFR grading from A1 up to C2, here)

- Ukrainian: C2 (required)

- Russian: C2 (required)

- English: B2 (preferred)

- Sign Language: preferred, not required

Office automation

Autonomous on the basic functionalities: Word, Excel, Powerpoint, Internet, Outlook operating system.

Driving

Driver’s license (for ordinary cars) is required
