The ICRC is an international organization present in Ukraine since 2014. It works independently, supporting people affected by the conflict and violence, irrespective of their nationality, race, religious beliefs, class or political opinions. Since February 2022, it has increased its aid and is providing food, water, shelter, and medical aid to people and institutions.
It has currently offices in Kyiv, Sloviansk, Poltava, Vinnytsia, Lviv, Odesa, Dnipro, Donetsk and Luhansk.

The Role
From 2014 to 24 February 2022, the Ukraine delegation responded to the humanitarian consequences of the conflict in Eastern Ukraine with operations in three sub-contexts (government-controlled area, two separate non-government-controlled areas) through its main delegation and five field structures in Eastern Ukraine with 600 staff.
On 24 February 2022, the conflict moved into full-scale escalation targeting the whole country at various levels. A month later, there are areas controlled by the Russian forces, cities under siege/ active hostilities and part of the territory which are either recipient of IDPs transiting or settling (more than 7 million IDPs). Aerial attacks on military targets and airports are conducted in the whole territory. Several armed actors are involved in the conflict (from traditional armies to civilians bearing weapons and foreign fighters) using a wide range of weapons. The CBRN element should not be undermined in this context (control of two nuclear centrals and false flags on chemical factories).
ICRC is engaged in a wide range of responses with its mobile teams, mainly on assistance to civilians in cities at the frontline/ IDP transit places and shelters, evacuation of civilians, visits of detainees, dead body management and protection of family links. Humanitarian diplomacy between the parties is paramount.
Your Responsibilities
The Senior Security and Safety Advisor collaborates closely with Field Security and Crisis Management Coordinator (FSCM Co), advises and supports the delegation management on potential risks to ICRC, and ensures the proper functioning of the delegation's security management system.
- Ensure implementation of security and safety measures at site level.
- Develop and maintain monitoring tools to ensure compliance with Minimum Security Requirements for ICRC sites across the country.
- On request, develop security and safety rules and procedures.
- Ensure the timely and accurate reporting of incidents (including near misses) in line with ICRC incident reporting procedures, and conduct incident analysis as required.
- Participate in internal ICRC safety and security meetings.
- Participate in Security Risk Assessments in line with ICRC SSRM Methodology.
- Conduct ongoing situation and context analysis across the country.
- Works with the Radio Operator Supervisor to ensure all movements are monitored.
- Participate in the preparation and facilitation of security trainings for ICRC Staff.
- Prepare written and verbal briefings for ICRC staff and visitors.
- Efficiency at building and maintaining a strong network of security contacts and interlocutors, under the direction of the FSCM Co.
- Undertake Field Trips to ICRC sites and other field locations (estimated 30%).
- Provide safety and security advice to ICRC sites, including, but not limited to, premises assessments and reviewing security documents.
- Ensures contingency plans and evacuation plans are in place, appropriately resourced, and up to date. Staff are trained on how to behave in case of emergency (Fire/Medical evacuation, mass demonstrations, natural disasters, etc.)
Provide Crisis Support, as required, under the direction of the FSCM Co. Fulfill any other role-related tasks that the FSCM Co may assign.
Your Relationships
- This position reports to and is supervised by Field Security and Crisis Management Coordinator
- Internally, interacts within the ICRC delegation and sub-sites.
- Externally interacts with a network of interlocutors related to ICRC security & safety, including Movement partners.
Your Profile
- University degree in Security Management, International Relations or related field. Substantial relevant experience may be considered in lieu of a formal qualification.
- At least 5 years of progressive experience in Security Management, preferably within the humanitarian sector, but Military or National Police Services will also be considered.
- Excellent knowledge of risk assessment, security protocols and procedures.
- Staff management experience and skills.
- Honest, high sense of integrity and confidentiality; Strong interpersonal skills and ability to deal sensitively and effectively with complex issues/situations.
- Excellent communication skills, and fluent in written and spoken English and Ukrainian. Knowledge of Russian language is an asset.
- A connector - able to build a strong relationship with various stakeholders and expand the network of interlocutors in regard to security.
- Highly flexible and with a strong work ethic, able to make sound judgment in high-pressure situations and willing to support out of hours if required.
- At ease with technology and a good knowledge of MS Office, willing and able to implement new systems.
- Valid Driving license with a minimum of five years' experience.
