Background:
People in Need (PIN) is a Czech international non-governmental organization, that is present in more than 20 countries has been active in Ukraine since 2014, and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral, impartial and independent humanitarian aid to conflict-affected people.

General information about the role of the person
The scope of the role is to provide capacity, coordination and support to the Country Director (CD) and other managers on key access, safety and security hazards within the ongoing humanitarian programme. Security Coordinator is expected to provide balanced and well-informed analysis to complement local perspectives and to ensure risks are identified, mitigated and monitored.
Specific duties and responsibilities
Provide timely, accurate and balanced analysis and advice
- Spearheads PIN humanitarian expansion in eastern and south-eastern regions of Ukraine from access and security point of view
- Conducts specific access and security assessments as per PIN needs, i.e. area assessment, actors' analysis, road assessment, compound assessment etc.
- Suggests risk mitigating measures and changes in procedures based on risk assessment outcomes
- Designs and implements security and access SOPs for safe implementation of PIN activities
- Is in charge of PIN contingency preparations and planning as a response to significant deterioration in security context.
- Establishes and maintains information network to successfully provide corroborated information and early warnings
- Maintains excellent understanding of national and regional developments in the security, political and socio-economic context. Highlight relevant trends or events to PIN management.
- Provides regular conflict and situational analysis, forecast possible development and work in cooperation with other senior mission members on contingency planning
- Reviews and strengthens security setup of PIN implementing partners
Incidents management
- Is a designated regional focal point for incidents reporting. Follows up incidents as per authority given by Country Director.
- Is a regional member of PIN crisis management team with focus on prevention, preparedness measures and capacity building of regular crisis management team members
Develop and review safety and security documentation
- Regularly updates Security Management Plans
- Makes sure the Security Management Plans are implemented accordingly
- Carry out Security Audits to ensure adherence to regional and global PIN requirements
Networks
- Builds and maintains relationships with key stakeholders — including authorities, UN, other NGO safety and security focal points
- Represents PIN in relevant security and access coordination meetings at a country or regional level.
Required background and competences
- Bachelor’s degree in a relevant discipline, Master’s degree or equivalent in experience;
- Minimum 3 years' work experience with not less than 3 years in safety and security with a humanitarian or development non-governmental organization;
- Experience in security management in conflict setting is desired;
- Experience of security risk management standards, conducting security assessments and audits and implementing security management systems and protocols;
- Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies.
- A strong understanding of the NGO safety and security sector, trends, challenges, and legal frameworks
- Considerable practical knowledge of security assessment, planning and implementation of procedures in the context of INGO operations
- Practical knowledge in setting up and coordinating safety and security systems and protocols and provide training to staff and partners
- Good context analysis skills
- Fluent in English, Ukrainian and Russian

- Starting salary as per PIN salary scale: 1300- 1733 USD GROSS on probation period depending on qualification.
