
TEAM/PROGRAMME: Education in Emergencies
Grade: 3
CHILD SAFEGUARDING:
Level 3 - The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The EducationCoordinator is responsible for the oversight and management of SC Ukraine’s emergencies Response Education programs (direct implementation and partners monitoring) in the corresponding field office. The Education Coordinator will take responsibility for directly implementing high quality, effective and efficient education in emergencies response. S/he will be responsible to coordinate effectively with the implementing partners, and the teams in the field and within the organization to gain technical support for quality assurance and smooth program operations.
The Education Coordinator will be also expected to support on representation, project planning, coordination, when necessary, conducting Education assessment, and support fundraising, recruitment and procurement. The post holder is expected to assess, monitor and document gaps in existing services and innovate ways to support the education system.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Plan, Design and Implement Program
- Work closely with Education Manager, other sectors in day-to-day coordination of Education program/ response interventions, including staff supervision, development of staff work plans and reporting to ensure proposed results are achieved on time, within budget and in compliance with donor requirements.
- Provide support and orientation for Education Officers, partners and other agencies on setting up and managing Education response.
- Assist in effective and efficient implementation of the program as Ukraine Humanitarian Response Strategy and targets set in the Strategic Plan; involving, among others, technical team and other members of the programme management team.
- Establishing the detailed implementation plan and ensuring the activities are implemented according to the detailed implementation plan.
- Seek formal and informal technical expertise from education as well as other thematic sectors and arrange support to specific projects through field visits or as appropriate.
- Closely monitor, assess the capacity and gaps in services within team and partners, devise the response plan.
- Make regular visits to the field; carry out process monitoring and provide feedback and support for achieving high quality education programming.
- Where challenges arise, ensure that these are flagged early, communicated to the Education Manager and addressed in an appropriate way; Communicate and share learning with other Education Coordinators involved in the emergency response.
Ensure program quality
- Monitor that the program supports children to continue learning and can access integrated psychosocial support and social emotional learning.
- Regularly monitor that all program under his/her jurisdiction is strictly adhered to SC policies and procedure and standards including the INEE Minimum Standards, and Core Humanitarian Principles and Standards.
- Ensure all documents, tools and methodologies related to Education in Emergencies activities are accessible and in use by the response time, timely updated and that deadlines for submissions are met.
- Maintain high level of accountability in all actions. Ensure that program implementation is responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
- In consultation with MEAL section ensure that all project implementation plans under his/her jurisdiction /designated geographical area/ include appropriate monitoring and impact assessment mechanisms and tools. Coordinate with SC MEAL team for proper documentation, data collection and monitoring of project deliverables.
- Support in preparing high-quality donor and other periodic narrative reports as and when required.
- Ensure proper programme documentation and initiate/support in initiatives for programme visibility and other requirements.
Coordination:
- With the support of the Education PM, lead in developing functional Partnership with Local NGOs, CSOs, networks with other actors to enhance quality implementation of program and advocacy, research initiatives.
- Liaise with government officials and be in frequent contact with ministries and relevant officials, local education departments for policy advocacy.
Team Management:
- Lead, manage and motivate the Education in Emergencies team, ensuring that they have clear performance objectives and receive meaningful feedback on their performance on a regular basis.
- Responsible for day-to-day team management with due quality to achieving program goals and objectives; and responsible for Leave and Time management of the team (planning, approval of leave requests, time / attendance sheets approval process), handling disciplinary issues in cooperation with HR.
- Monitor the development of skills of Education Team in field office and develops ways to improve their skills through capacity building initiatives.
- Make sure that safeguarding standards are understood and met. Ensure implementing SC and partner’s staff comply with Save the Children’s Child Protection Policy.
- Support the recruitment of Education staff when required in accordance with Save the Children Ukraine HR policies and procedures.
Administrative and Budget Management:
- Assist the Education Manager in development of implementation plans and budgets for SC and partner organizations.
- Lead the preparation of all procurement and administrative documents required for program implementation.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
Qualifications/Accreditations:
- Advanced Degree in relevant subject: Education, Social Sciences, Development or Bacherlor’s Degree with relevant experience.
Knowledge/Experience:
- Minimum 3 years of experience working on education programmes in primary education, secondary and/or early child education.
- Understanding of education programming, specifically in emergency settings.
- Experience in project management and coordination within the NGO development sector including working in partnership with local NGOs.
- Proven experience in financial management.
- Experience working for an NGO in challenging contexts.
- Experience delivering teacher trainings.
- Fluency in spoken and written English and Ukrainian.
- The maturity and experience to effectively building relationships with key NGO and government partners.
- Experience to identify problems and develop appropriate solutions.
- Strong relationship building, negotiation and interpersonal skills.
Skills/Abilities:
