Job Summary

Senior Finance Officer assists Finance Manager and/or Finance and Administrative Director to oversee all financial and accounting activities in the country office. Based on actual needs, this individual might have business trips to other offices in Ukraine.

Main responsibilities 

The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Accounting and Finance Management

  • Ensures compliance with local law, organization and donor’s regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation
  • Oversees training of Finance Assistants and provides technical support to country programs and logistics
  • Maintains the organization’s system of accounts ensuring all accounting data is updated, reconciled and fully supported
  • Assists Finance and Administrative Director in the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
  • Reviews and accounts for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
  • Prepares bank and cash reconciliations and related journal entries for International Medical Corps’ accounts
  • Conducts daily cash count following International Medical Corps’ policies
  • Prepares national staff payroll, calculation of taxes and submission of tax reports to tax authorities
  • Supervises preparation of vouchers and supporting documentation and inputs; expenditures in the International Medical Corps local accounting systems on a daily basis
  • Makes frequent visits to International Medical Corps’ sub-partner to provide training to finance staff on internal procedures and requirements
  • Reconciles cash advances on a monthly basis and ensures minimal number of outstanding floats
  • Assists in preparation of year-end closings and accompanying reports
  • Supervise archiving and assure all financial data (Hard and soft copies) are available and well maintained as per International Medical Corps policy. Review financial report submitted by Sub grantee and assures that it is in accordance with Donor requirement and processes it for further approval and reimbursement

Training/Capacity Building

  • Determines training needs for Finance Assistants
  • Trains staff to increase their responsibilities in order to build capacity and ensure financial sustainability of International Medical Corps in Ukraine
  • Trains the staff of sub-grantee on donors and International Medical Corps’ financial requirements to assure the quality and smoothness of implementation and financial management

Working Relationships

  • Work with program and logistics staff to ensure the coordination of programs are within budgeted targets
  • Interface with national government and relevant agencies to ensure compliance with varying government regulations when necessary

Representation

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Minimum Requirements

  • Bachelor degree in finance, business administration, accounting or related field;
  • At least 3 years of professional experience in finance/accounting area preferably with an international organization;
  • Good organizational skills and diligent attention to details associated with documenting expenses;
  • Good communication skills.
  • Written and spoken proficiency in Ukrainian and English
  • Knowledge of MS Office including MS Word, Excel and Outlook.
  • Ability to work in participatory manner.
  • Ability to integrate and work well within multi-ethnic and multicultural team.
