Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

QUALIFICATIONS
Education Degree: Relevant master degree from an accredited academic institution in relevant field (International Law, International Relations, Humanitarian Assistance, Social Work…)
Work experience:
- Min.2 years of experience as a manager of humanitarian projects in the protection sector
- Strong experience in community based protection activities / individual Protection / GBV case management
- Previous experience with setting up protection information management systems and knowledge of protection information management processes and activities
Language Skills:
Fluent in Ukrainian, Russian and English.

GENERAL OBJECTIVE
The Protection Project Manager is responsible for the implementation and supervision of all Protection activities in the project, and manages PUI’s human and financial resources dedicated to the Protection activities.
TASKS AND DUTIES
Specific Goals and Related Activities
- ENSURE IMPLEMENTATION AND MONITORING OF PROTECTION PROGRAMS
- He/she ensures the qualitative implementation of Protection activities and programs falling under his/her responsibility, and ensures compliance with goals defined in the project proposal/s. Notably, he/she tracks the performance indicators defined, reports on progress to his/her immediate supervisor, signals any difficulties encountered in project implementation, and proposes improvements or reorganization as needed.
- He/she ensures the quality of the service provided and that protection activities are in line with the PUI’s Protection operational framework and international recommendations.
- He/she undertakes field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the Protection project activities
- In close collaboration with the Protection Coordinator (or the Protection Department), he/she validates technical choices for Protection activities to improve the quality of the project.
- He/she participates in the development of comprehensive support documents for activities implementation by the Protection teams
- He/she formalizes external referral pathways through MoUs with relevant partners.
- If necessary, he/she contributes to the design and leads the management of the internal / external referral and follow up database system.
- He/she informs his/her line manager of any relevant issue related to the project implementation.
- He/she works in close collaboration with other technical PMs to ensure an integrated approach.
- He/she provides technical advice and training to other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities (protection mainstreaming);
- He/she ensures that protection and gender mainstreaming approaches are taken into account in the Protection activities by using dedicated tools and packs. He/she ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation. He/she ensures the involvement of women, men, girls and boys in project decisions that directly affect their lives.
- He/she provides support to other PUI teams in communicating with the community and targeting/tracking potential beneficiaries.
- With the support of his/her line manager and the MEAL Department, he/she ensures the implementation of monitoring and/ or evaluations of protection activities, according to the defined needs of the project/s.
- With the support of his/her line manager and the MEAL Department, he/she develops and strengthens the program monitoring tools to ensure qualitative and timely data collection, communication and analysis
- He/she ensure good compliance of PUI’s data protection protocol regarding data collection, sensitive protection data and storage at field level.
- He/she transmits the internal and external reports to his/her immediate supervisor and to the Protection Coordinator while making sure to meet the internal deadlines for endorsement (Situation Reports) and the external contractual deadlines (Donor reports).
- He/she updates and transmits on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project.
- He/she ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
- With the support of the MEAL department, he/she ensures knowledge building / lessons learnt and good practices throughout the project.
- He/she participates in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors.
ENSURE TEAM MANAGEMENT AND CAPACITY BUILDING
- He/she prepares job profiles for members of his/her team, has them endorsed by his/her line manager and the HR Department, and participates actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members.
- He/she proactively defines and make suggestions for the organizational chart of his/her team, and has it endorsed by his/her line manager, the Protection Coordinator and the HR department.
- He/she familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team.
- He/she ensures that HR documents (attendance sheet, leave request, etc.) are communicated to the HR Manager on time.
- He/she ensures that each person is subject to a written appraisal at least once per contract period and per year, and at a minimum before leaving office.
- He/she creates coordination mechanisms specific to his/her team, ensures regular technical supervision and provides guidance to improve the quality of Protection interventions.
- He/she ensures team building among his/her team.
- He/she identifies training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions…) and coordinates with the HR manager in planning/conducting training.
- He/she provides regular trainings and capacity building to the Protection staff and members of other teams when relevant, including Protection mainstreaming for example.
ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING FOR PROTECTION PROGRAMS
- He/ she adresses his/her programs needs according to the available budget. He/ She takes into account timing and logistic requirements of the mission, including purchase procedures.
- He/she ensures that the monthly budget tracking of the program(s) falling under his/her responsibility is up-to-date, participates in analyses, detects possible anomalies, and proposes adjustments.
- In coordination with the Logistic manager and his/her line manager, he/she organizes the logistical components of his/her programs (BoQs, delivery, distribution, on-site storage, etc) and ensures appropriate space and materials are allocated for the good conduct of activities
- He/she prepares purchase requests according with the Protection activities needs, ensures proper communication of specifications and complies with all logistics rules, procedures and processes.
- He/she actively participates to tender files, along with the logistic department, logistic coordinator if required.
- He/she is responsible for the eligibility and good utilization of funds allocated to the activities under his/ her management.
- On a monthly basis he/she provides his/her line manager and the Finance manager with all information necessary for the development of cash flow estimates specific to his/her program(s).
- He/she communicates to his/her line manager and/or the Logistic manager on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of program activities.
ENSURE THE REPRESENTATION AND COORDINATION OF PUI FOR PROTECTION ACTORS
- In coordination with his/ her line manager, he/she represents PUI in the project area with any relevant stakeholders, local, national and international partners, and local community representatives in order to facilitate the implementation of the project’s activities and ensures that good relations are maintained with each of them, in line with PUI’s principles.
- He/she participates actively to the Protection Working Group, and other relevant Sub-Groups, and participates to the elaboration of common tools and guidelines.
- He/she sets up a network, coordinates and communicates with the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
- In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit.
PARTICIPATE TO THE DESIGN OF THE MISSION STRATEGY AND CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS
- He/she develops tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention.
- He/she participates in identifying protection-related needs in coordination with his/her line manager and the Protection Coordinator.
- He/she participates to the operational development of the mission through active participation to the mission annual programming process and the strategy development.
- He/she works in close coordination with relevant staff in other PUI departments (Health, Nutrition, Food Security, WaSH, MHPSS, MEAL, etc.) to ensure the strong integration with other sectors and to promote the development of new concepts/approaches/collaborations for future programming.
- In the context of identifying new operations, and together with his/her line manager and the technical PMs team, he/she contributes to the preparation of project proposals for the Protection sector, as per request.
ENSURE SAFETY AND SECURITY OF PROPERTY AND PEOPLE
- He/she ensures that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts his/her line manager without delay, in case of impending danger to teams or beneficiaries.
- He/she ensures that protection mainstreaming principles are met by the team and the activities falling under his/her responsibility
- He/she ensures that the safety rules and security plan are known and are respected by the team falling under his/her responsibility.
- He/she contributes to data collection on safety and security issues in his/her field of operations and disseminates them to his/her line manager and/or the security focal point regularly, or on an ad-hoc basis if urgent.
- He/she ensures that members of his/her team and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example: PEP kits[post-exposure treatment kits], PPE etc.).
