Context of intervention
For more than 20 years, Medicos del Mundo (MdM), a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations domestically and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
MdM has been implementing programs in conflict affected regions of Ukraine since September 2015. MdM intervenes to improve access and quality of health care services for vulnerable conflict affected populations across Ukraine, namely internally displaced persons (IDPs) and host communities in government-controlled areas (GCA) and civilians remaining resident in non-government-controlled areas (NGCA).
A field team has been in place since June 2015 and is now implementing activities in government- and non-government-controlled areas of Luhansk and Donetsk Oblast in order to:
- Restore access to primary healthcare services for displaced and host populations.
- Improve specialized care for survivors of gender-based violence for displaced and host populations
Main objectives of the position
General:
- Keep the documents of each dossier (reception, delivery, stock) for tracking and accountability verification.
- Communicate to the Deputy Logco all discrepancies or problems identified in the performance of his duties
- Participate in the improvement of the supply plan and propose changes that could come to improve it
Objective 1: Receive the medical items from the international and local suppliers
Activities:
- Ensure the correct reception of the goods arriving to the warehouse.
- Supervise that all offloading operations in the warehouse are correctly done.
- Organise the warehouse in a way that allows an easy handling of the stored goods
- If delegated by the Deputy Logco, keep in touch with the custom agents and transport companies during the importation and forwarding processes, with a problem-solving perspective.
- Process diligently all documents related to the reception and forwarding of these goods and provide the Deputy LogCo with them.
Objective 2: Responsible for the appropriate storage of the items received, including the management of cold chain.
Activities:
- Know in deep the nature of the logistics (storage conditions, etc.) of medical items, and their organization in kits or locally purchased through Mission Requests.
- Guarantee that the items that need to be under Cold Chain are properly stored and monitored, avoiding cold chain ruptures.
- Supervise that the warehouse remains always in the best possible conditions (security, organization, power supply, temperature and pest control, general maintenance…)
Objective 3: Timely delivery of medical items to the planned or unplanned Health Facility or Warehouse destinations in the country
Activities:
- Be acquainted of the whole supply chain distribution plan of the mission.
- Keep contact with all counterparts (transport companies, partners with other warehouses in Chernivtsi, etc) involved in the distribution at local and regional level.
- Help organizing the delivery plan with all the partners we will cooperate with.
- Process all documents related to the re-expedition of the medical items (packing lists, donation certificates, delivery notes, etc.) to complete the dossiers
Objective 4: Supervise the team:
Activities:
- Draw up a work plan for his team, under supervision of the Logistic Manager
- Organize the work of the warehouse logistician under his/her responsibility
- Verify that all these activities are dully executed.
REQUIREMENTS:
Level of experience: Demonstrable professional experience in stock management at international level
Level of studies: Related to the job description
Skills: Extremely good organisational and negotiating skills, flexibility to adapt to changes as required per the context. IT Knowledge (Office package)
Languages: Very good command of English and Ukrainian, knowledge of Russian will be an asset

Functional and technical: Reports to the Deputy Logco
Supervises: Warehouse logistician
