MISSION BACKGROUND
Medicos del Mundo (MdM) has been operating in Ukraine since August 2015 and is currently implementing an emergency response from several cities in the country.
The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.
GEOGRAPHICAL SCOPE OF INTERVENTION:
The Logistics Manager is based either in Chernivtsi with possible trips to other locations within Ukrainian government controlled and non-government controlled area.
ORGANISATION CHART:
The Deputy Logistics Coordinator will develop his/her job under the direct and technical supervision of the Logistics Coordinator.
JOB OVERVIEW/SUMMARY:
OBJECTIVE 1
Assists the Logistics Coordinator
- · Participates in the definition of the logistic strategy of the MdM mission in Ukraine, aligning it with the objectives defined in the General Strategic Plan
- · Replaces the Logistic Coordinator when absent
- · Supervises the implementation of the security measures that stem from the Security Risk Analysis
- · Identify and propose solutions to situations of overload of work of the logistic team. Replace or reinforce the team if needed.
- · Elaborates de monthly reporting.
OBJECTIVE 2
Supervises the logistic team under his responsibility
- · Organize the tasks of the logistic team in a weekly basis.
- · Carry on regular evaluations of the members of the log team under his direct supervision and propose actions to upgrade their performance, if needed.
- · Propose organizational improvements that could have a positive impact to reach the objectives of MdM (i.e: logistic staff trainings to improve their vision, performance and motivation)
OBJECTIVE 3
Maintains full cooperation with other MdM departments (medical, administration, HR, etc)
- · Helps organizing the log team to support the Med, HR and Admin/Fin departments
- · Participates in the elaboration of the Budgets of the mission
- · Collaborates in the Budget Follow Up exercise in the absence of the LogCo
- · Cooperates with HR in the identification of the related logistic team needs
OBJECTIVE 4
General activities
- · Elaborates all documentation related to tendering processes.
- · Under the supervision of the LogCo/Fieldco, helps with the confection of Transportation contracts, MoUs with partners, Contracts with big suppliers, etc.
- · Follows up Works of Construction, Rehabilitation, etc. in the case they are included in the different programs.
- · Supervises the whole Supply Chain of the mission, including the relation with the various national and international actors (companies or NGOs): providers, transportation, procurement, storage, and distribution.
- · Keeps in good shape the relations with other MdM departments in the mission and HQ
- · Keeps in good shape the relationship with the different MdM partners in the country: MdM Germany, LogCluster, Medical Log Cluster, Atlas Logistique, etc.
EDUCATION
· Technical education or Bachelor’s degree in Supply Chain, Business Administration, Information technology and civil Engineering and/or equivalent in relevant field.
COMPETENCES AND EXPERIENCE
- · At least 4 years of experience in logistics and operations management in the humanitarian setting.
- · At least 3 years of experience in logistics management in INGOs and/or complex /large scale programmes in humanitarian emergency response environments;
- · Proven experience in all technical areas of logistics, including supply chain management, transportation and distribution, warehousing and inventory management, fleet management, assets management, etc.
- · Experience in implementation of complex international supply chains to support different types of programs across multiple geographic locations. Proactivity in identifying problems and proposing solutions
- · Experience in strategic thinking and planning with respect to strengthening existing logistical systems. Problem solving orientation. Capacity of communicating/discussing at coordination level.
- · Experience in managing logistics teams, including team building, training and capacity building.
- · Ability to synthesize and analyse complex information quickly and clearly and make informed decisions.
- · Ability to build positive relationships with a wide range of people, both internally and externally, and across departments and programmes.
- · Excellent capacity for planning, management and coordination skills, with the ability to organize a high workload composed of diverse, complex tasks and responsibilities.
- · Strong communication skills (written and oral) in Russian, Ukrainian and English.
- · IT Knowledge, Office package.
- · Understanding and commitment to the goals, values and principles of MdM.
- · Open to travel to other MdM bases in the country
