MISSION
Medicos del Mundo (MdM) has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the different parts of Ukraine.
The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.
GEOGRAPHICAL SCOPE OF INTERVENTION:
The incumbent is based in Chernivtsi, however this is a roving position and therefore its scope of action is not limited to Chernivtsi only, but any MdM location or activity developed by MdM within Ukraine Government controlled and non-controlled area.
The incumbent might be required to perform activity within non-Government Control area; therefore, the incumbent must have a neutral and impartial background which would allow him/her to engage with NGCA authorities and conduct operations in GCA & NGCA.

Direct supervision of the Procurement Manager and overall supervision of the Deputy / Logistics Coordinator.
JOB SUMMARY
Under the direct supervision of the Deputy Logistics Coordinator and in close collaboration with the Logistics Coordinator, the incumbent will ensure that Procurement activities - as described below - are carried out in line with MdM’s and/or donors’ rules and regulations.
FUNCTIONS
- Provide technical leadership in carrying out all procurement activities for all MdM activities and in accordance with MdM and/or donor’s rules and regulations.
- Develop and maintain accurate working plan for each location under request of Deputy LogCo.
- Assist the Logistic Coordinator and Deputy LogCo with preparing annual procurement plans all MdM activities and ensure timely approval and execution of such plans.
- Execute and coordinate day-to-day procurement activities for acquisition of goods, services, and works, encompassing but not limited to verifying technical specifications or terms of reference, preparing letters of invitation/requests for quotations, overseeing evaluation processes, drafting evaluation reports, contracts, and minutes of contract negotiations, and ensuring all procurements are carried out in accordance with procurement regulations and the conditions of the grant and implementation agreements.
- Support Procurement Assistant in procurement process and updating of procurement documents both soft and hard variants.
- Manage bid advertising, correspondence, bid receipt, and bid opening for all procurement processes, strictly in accordance with best procurement practices, and MdM and/or donor’s policies and procedures.
- Develop and maintain accurate supplier and agreements database.
- Provide contract administration services, including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, assisting with contract amendments, and support the Logistic Officer on transferring the selection of awarded entities during completion of works and delivery of goods.
- Monitor and report on procurement implementation status and progress of ongoing contracts execution.
- Maintain proper procurement and contract performance management files for management oversight and audit trail.
- Share information for Compliance Check for all new suppliers (Screening) related with nonmedical categories
- Coordinates and deals with suppliers and transport companies for the procurement and transportation of equipment and goods for the program.
- Other Procurement related duties as assigned by the Logistics Manager and/or Logistic Coordinator.

REQUIRED QUALIFICATIONS:
Academic background: Completion of High School Diploma or equivalent. A post-secondary certificate in the related functions area is desirable.
REQUIREMENTS:
Language requirements:
- Ukrainian and Russian
- English advanced (written and oral) in order to maintain frequent correspondence with both local and international staff as well as external partners & authorities.
Computer requirements: Competency in Microsoft Office Environment.
EXPERIENCE:
The successful candidate must have:
- Minimum of 3 to 5 years of progressively experience in Procurement or Logistic related functions.
- Experience working with NGOs is highly desirable.
