Key Duties and Responsibilities
Oversee, manage, and implement the mission’s Food Security, Livelihood (FSL) & MPCA strategy through projects in multiple regions
Supervise the team of FSL/MPCA Officers in various locations across Ukraine; this includes conducting recruitment and onboarding of team members, providing technical guidance, supporting staff capacity building as needed
Manage and oversee the development, implementation and quality of the FSL/MPCA projects in Ukraine
Manage project efforts to select project beneficiaries through pre-set eligibility criteria as per the project technical descriptions and in coordination with project team and local partners
Lead identification of vulnerable families in the targeted areas and ensure high quality data is collected during beneficiary assessment process
Expand referral pathways and ensure project information is disseminated to communities
Prepare and organize food and MPCA distributions in coordination with PAH and partner staff
Liaise with local authorities, other NGOs and other relevant entities to avoid duplicated assistance and exclusion/inclusion errors
Support assessment and monitoring efforts, including market monitoring assessment and ensure strong data analysis to inform programming in collaboration with the MEAL Coordinator
Maintain a positive, continuous and visible presence in the field and, if needed, represent PAH at cluster, stakeholder or coordination meetings
Develop and maintain strategic relationships with local partners, authorities, and communities
Ensure sound practices with regards to record keeping, compliance with donor regulations, communications, etc.
Develop and maintain project schedules, work plans, and other general project management resources
Provide regular written and verbal reports to supervisor on project activities, within the agreed deadlines and formats as required
Conduct regular programme review sessions as per PAH PCM guidelines to constantly improve programme quality
Coordinating and monitoring actions of the subcontracted parties participating in the project- liaising with any emerging subcontractor: suppliers (together with Log Department) including participation in tender process
Overseeing proper utilization of the material resources in the project related to FSL/MPCA; overseeing the optimization of expenditures
Adjusting the tools for FSL/ MPCA activities in Ukraine context - forms, manuals, guidelines, procedures etc.,
Reviewing and preparing intervention and relevant donor and cluster reports, including reporting through programme tracking tool
Support proposal development (strategic and budgetary inputs)
Facilitate donor visits to project sites as requested
Stay current with all regional and country-specific response plans by donors and other stakeholders active in Food Security, Livelihoods and MPCA
Perform other duties as assigned
The successful candidate will be selected based on the qualification requirements described below:
Bachelor’s degree in social science, economics, business administration or related field preferred
At least 2 years experience managing a complex project for a non-governmental, community, or government organization or in the private sector, with preference for direct experience in the FSL & MPCA sector
An interest and ability to very quickly learn about the technical challenges of the FSL & MPCA sector and about core humanitarian standards, including safeguarding
Understanding of data collection, analysis, and documentation of results
Experience managing budgets and sensitive information
Experience mobilizing communities and interacting with local partners and authorities
Good understanding of the project cycle – including beneficiary targeting, aid delivery mechanisms and monitoring, evaluation, accountability and learning (MEAL)
Analytic and computer skills including MS Office Suite and Teams, Google Workspace, and ability to quickly get up to speed on using other software programs as needed
A positive attitude and willingness to work with and influence colleagues and partners in order to achieve project goals
Excellent team leadership, management, and interpersonal skills
Ability to communicate clearly (verbal and written)
Advanced or working knowledge of English, Ukrainian and/or Russian
Professional experience managing food security, livelihood and cash-based humanitarian assistance programs preferred
Willingness and ability to travel to different field locations within Ukraine depending on the conflict and the security situation up to 50% of the time
Willingness to work within conflict-affected environment, within parameters set by mission security team
