Status/Term:  full time

Salary and conditions: Salary will be defined based on incumbent's experience and competences in accordance with the TGH's salary scale and terms and conditions.

TGH background

Established in 1994, TGH (Triangle Generation Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe. 

TGH applies a 'zero tolerance' policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers.

TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation. 

Presentation of the mission:

Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs. 

ROLE PURPOSE: Under the supervision of the MEAL manager  in Lviv, the Monitoring, Evaluation, Accountability and Learning Officer’s (hereinafter 'MEAL officer') role is to support the development and  implement the MEAL plan  for the quality assurance system to deliver against TGH's operating standards and for the development of proposals and programme. S/He will ensure the monitoring and evaluations activities  and ensure Projects are implemented in a quality manner and are accountable to beneficiaries and donor. The MEAL officer  will support in developing strong evidence-based analysis  logframe, gather information on the humanitarian needs. 

The MEAL Manager will focus on the following areas and beyond:

  • Implementation of monitoring and evaluation plans;
  • Set up of Feedback Response Mechanism  and implementation of accountability and transparency policies;
  • Implementation of the evaluation process.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

MEAL System

  • Implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan  in the projects  : monitoring progress against targets, Output Trackers.
  • Ensure the implementation of the MEAL tools and plans  consistently across projects.
  • Participate as required in all other aspects of MEAL at field level, for example surveys, assessments, baselines, evaluations, joint projects reviews / lessons learning workshops/events.
  • Raise important issues arising from monitoring to the senior management team through the MEAL Manager.

Accountability

  • Set up solid feedback and participation mechanisms at community level ensuring transparent, accountable and safe programming.
  • Liaise with programme field teams to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities.
  • Ensure child safeguarding and Prevention of Sexual Exploitation Abuses (PSEA) mainstreaming are measured through output and outcome indicators and scale up local level beneficiary complaints' mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation.
  • Promotes MEAL and understands its link to quality and accountable programming. 

Programme Support (across areas)

  • Support  need assessments in coordination with other external sector agencies, ensuring assessment findings are documented and include an analysis of gender needs. Participation  in development of TGH programme baseline surveys where required.
  • Follow up of the log frames, plans, and monitoring and evaluation frameworks and plans. Contribute to development of projects plan/strategy and budget.
  • Support planning, implementation and follow-up of evaluations, Participate in evaluations.
  • Under the MEAL Manager supervision support coordinated MEAL activities and  data collection of other agencies and local Government. 

Reporting

  • Support reporting to MEAL manager by providing information on a timely basis and ensuring quality of indicator reporting.
  • Ensure that regular monitoring and accountability reports are sent  and communicated effectively to MEAL Manager .
  • Produce Monthly field level reports include accurate key data summaries and brief narrative descriptors of previous period's achievements/challenges and future period's planned activities in relevant areas.
  • Support other reporting processes as required.
  • Contribute to communications and media work as required.
  • Facilitate learning from projects and ensure knowledge management of such learning for future projects. 

Tasks and responsibilities are subjected to modifications according to the needs.

EDUCATION AND EXPERIENCE:

  • University degree in the field of Economics, Public Administration, Business Management, Engineering or any other related subject.
  • Minimum 3 years of professional experience.
  • Minimum 1 year of professional experience in M&E.
  • Experience of working in humanitarian programmes is a plus.
  • Experience developing project logframes.
  • Experience of, and commitment to working through systems of community participation and accountability.
  • Demonstrated monitoring and evaluation skills, including participating in evaluations.
  • Experience in implmenting monitoring and data collection.
  • Ability to write clear project reports.
  • Fluency in both Ukrainian and Russian.
  • A high level of written and spoken English.
  • Excellent Computer skills.
  • Experience or knowledge in community participation.
  • Experience using tablet software for data collection.
