Background
The EU-funded Covenant of Mayors East initiative (CoM East) is supporting the local authorities in Eastern Europe and Southern Caucasus to reduce their dependency on fossil fuels, to improve security of their energy supply and to allow them to contribute more actively to climate change mitigation and adaptation.
While its regional office is based in Ukraine, the CoM East Secretariat also operates in the following 6 countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The team of 14 experts provides continuous support and encourages local as well as national authorities to achieve and implement more sustainable local energy policies.
In order to deal with the web and IT activities of our regional office and to support the team of experts, we are looking for candidates for the position of:
Web and IT coordinator (part-time, 100 working days, until end of 2025)
Location
Kyiv or Lviv (Ukraine). Candidates from other cities and countries may be considered as well.
Main tasks and responsibilities
- Overall coordination of web and IT issues in the project;
- Communication with subcontracted IT company(ies) in terms of elaborating on-line tools as well as developing and maintaining the CoM East website;
- Elaboration of ToR for the IT support company(ies) for development and maintenance of the CoM East online reporting system and portal;
- Maintaining of CoM East autonomous portal and Extranet in English and 6 national languages, synchronised with GCoM, JRC, CoM EU;
- Development and coordination of IT tools for SECAP evaluation and monitoring, project pipelines, self-training, signatories networking and communication / chat;
- Liaison with CoM EU, JRC, GCoM and other relevant stakeholders on IT issues;
- Supporting other CoM team experts for IT issues;
- Documenting and reporting.
Required Profile of the Experts
Qualifications and skills:
- University degree in a relevant field such as IT, informatics and web technology;
- Excellent command of written and spoken English;
- Working knowledge in Russian is an asset.
General professional experience:
- At least eight (8) years of professional experience;
- At least five (5) years of professional experience in web/IT;
- Good communication and drafting skills;
- Fully computer literate and skilled in the use of the MS Office applications.
Specific professional experience:
- Applied knowledge of IT standards and best practices (http, ssl, HTML/HTML5, CSS/CSS3, Javascript, xml-rpc, REST, JSON, SOAP, etc.), IaaS (AWS, Digital Ocean, Cloudways);
- Understanding of common architecture and web stack concepts (three-tier architecture, clustering and scaling, performance tuning, caching concepts, single sign on, web services, CDN);
- Hands-on experience with at least 5 websites, IT tools and databases development of the same nature and complexity as CoM East project has (website, project pipeline tool);
- Experience with Joomla CMS is an asset
- Understanding of CoM Initiative would be an asset.
